Tim Berners-Lee was in the right place at the right time.  A lot of competing hypertext systems were around during the late 80s and early 90s.  How Tim's took over the world, no one is sure; it certainly wasn't because it was well-designed, clearly specified, or easy to implement.  Yet because it did, we have, over time, confused this luck with genius.  The result is that a man with ordinary abilities gets paid attention to when ridiculous things like this come out of his mouth.
